I have to go to Tokyo for application since I live in Sendai. Have I to go to Tokyo again and to pick it up? or will they send me the passport by mail?

Hi, you need to apply through a travel agency as a non-Japanese passport holder. The travel agency will handle this on your behalf. The embassy itself does not accept mail application and they do not provide mail back service.
