When is the low season in China, and cheapest time to go, plus reasonable weather conditions?

The low season starts from the late November to the March in the next year and the fee will become cheap during that time. But it is cold for most of the places in China. In my opinion, it is suggested to go there in the late October to early November. At that time, it is not so crowded and the weather condition is much better.
