About:Chinese Embassy in South Korea

Where can I get a Chinese student visa outside the US if I'm not a resident of the country?

I'm an American citizen on a L type one in South Korea and I want start studying in China this fall. I have all my documents, but it turns out that I can only get one if I have either 1) been to China in the last 2 years or 2) have a Korean alien registration card, neither of which I have. Does this mean I have to go back to the US to get a X type to China? I don't want to go back, but it may be one of the only options. Or, how could I go to China on a L type without going back to the US (and then since I would have been in China within the last 2 years, I could get a X type processed in Korea)? Any suggestions would be great.

Previously, people in the similar situation like you might apply in HK. There you may apply for a L type to mainland China and change it to Z if you have all the documents. Or you may directly apply for the Z type in HK. However, I am not sure if you can do it now. It's said that new regulations have been implemented from today.
