can i get a work permit to teach english if i'm not from an english speaking country?

Not necessarily! I know of plenty of people teaching in private schools and in public universities who are not from English Speaking countries! If you can prove your level, ie take an IELTS test and show you have a very good overall command if the language, then you will have a better chance. However, there is a certain amount of 'if the face fits' here and this is where you may have problems. In the meantime, you have nothing to lose by applying for jobs and see what comes up. Good luck!
