Can F visa holder can be married in China?

Yes, I think you can get married as long as you hold valid visa. You just need to prepare the required documents and register at local civil affairs bureau.

If you stayed in China for 6 months and more, Do China issue Certification that you haven't get married in China? If so which government agency?

No, there is no such certificate you will get in China. But if you want to get married here with a Chinese, you should get a single status certificate in Phillipines. Or try to contact your embassy here for more details.

Thanks Lily, I am planning to get married in PH and since i stayed here for more than 6 months, they are asking for a legal capacity or any certification from here that I was never get married here. So no such certificate China can issue to me, Is it correct?
I am holding a F visa so I don't have any record in PH embassy in China.

Yes, I never heard about this before. And I think it is not necessary if you will go back to get married in Philippines.
