About:China Visa on Arrival

Shenzhen VOA only meant to visit the city

Hello, I am a Romanian citizen and a Hong Kong resident, and I'd like to visit Shenzhen this Sunday. I only intend to do some shopping in the city, hence I am not interested in getting a Chinese visa proper, so I'd like to find out whether I qualify for that.
Is there any list with countries and the Chinese specific regulations on the possibility of getting a Shenzhen VOA? I've been searching everywhere I could think of.

Sorry, there is no official reference for this. But if you are resident in HK, you can easily apply for a Chinese visa there through the Commissioner Office. Romanian passport holders are free of visa fee, so it is safe to apply in advance.

PS. personally I think you are eligible to get it on arrival at Luo hu port.
