Is Transit Visa is required to travel from Shanghai Hongqiao Airport to Shanghai Pu dong Airport

Hi friends,

I am a Indian Citizen and having Japanese resident card valid still 7th May 2014.

I booked to and fro flight tickets from Tokyo to Delhi and Delhi to Tokyo via Shanghai in China Eastern Airlines,
while going from Tokyo to Delhi I have to change the airports from Shanghai Hongqiao Airport to Shanghai Pu dong Airport and I have only 4 hrs time for my next flight, with in that time I have to collect my baggage and to get all the checking's done and travel to Pudong airport and check in again and board the flight.

So do I need to take transit G or not and whether 4 hrs time is sufficient or not.
