Z visa for USA/UK couple?

My fiance is American, I am from the UK. We are both currently in the UK visiting family. We have a job offer for China (we have worked there before on a Z type one). Can my fiance apply for his Z type in London with me? Or does he need to go to America or an Asian country to get it?
