Cigarettes to enter China

Hi, I'm wondering, if I buy 2 cartons of cigarettes from duty-free, then bring it over, is it technically over the amount? Because a carton has 12 packs, 20 sticks each, so 1 carton has 240 sticks. If it's 2 cartons, it is 480 sticks. So how do I handle this?

I heard a passenger is allowed to take in 400 sticks for duty free. For the extra ones, you may need to pay tax as I know.
