About:Chinese Consulate in Melbourne

Can I arrive in China with a holiday L (as an Australian resident) and then apply work Z?

I am currently an Australian citizen, hoping to find a role in Shanghai.

Can I visit with a holiday L, look for a job and then change it to a work Z while in Shanghai?

Thank you

It is ok for you to enter with a tourist L and search for jobs. But I heard about that a new visa regulation will come into effect from July, then everyone has to apply work Z from their home country. So, I am not sure if you can get a work Z in mainland or in HK.
