Application for a US Ship Crew

I am a US citizen living in MO and will be a crew member of a ship that will port in Baoshan(Shanghai). My company's office is in Miami, FL. I believe I need a C type, but do I go out of Houston or Chicago, and do I need to show up in person to apply?

You need to apply from Consulate General of PRC in Chicago if your passport was issued there. You can entrust someone else or a travel agency to handle your application if you do not want to visit the consulate in person.
