Application for a US Citizen and Resident of Warsaw.

I lived here for the last 5 years. I've been to China three times before on business and need to go again. In the past, I had them issued from the embassy in Houston, TX. Since I live in Warsaw, I was wondering if I could get one here and if so, how long would it take to get it processed.
