Tourism Visa without ARC card

Hi,
I'm a South African citizen wanting to apply for a single-entry tourism L for July/Aug. Unfortunately my ARC will expire in July. I've been to China twice in the last two years (both times on single-entry, both visible in my current passport), and have heard that this may exempt me from needing my ARC for application. Is this true?

I am afraid not. Anyway, you can contact a local travel agency for the latest information.
