How long does it take to aplly for a chinese visa in Kiev (Belgian citizen on holiday)

Dear Sir, Madam,
I tried to mail you several times on the address mentioned on your website, but all the mails bounce back, reason = unknown address. So now I try in this way.
I am a Belgian citizen and will travel overland from Brussels to Bangkok with my husband. We would like to apply for one while being in the Ukraine, because we leave too early from Belgium to apply in Brussels (it would have expired before entering mainland PRC).
I would like to know if it is possible for me to apply in Kiev, knowing that I have no flight confirmation (since we travel overland) and how long this will take.
