what happens if you declare you are going over dollars allowed to be taken into china?

I hope to bring 40,000CNY & $3000US for China adoption. I will declare & provide support as to how the funds are to be used in China for adoption.  Would that cause any issue?  There was to be 3 of us travelling but now there will only be 2 of us so we would still be over even if we split the funds.

As for your case, you should declare the curreny that tou take in. Maybe you need to pay some tax. I am not very sure about that.Tell the customs about your adoption plan and they will tell you what to do.
