Can I apply for a Chinese tourist visa at the consulate in Kolkata?

I am an American passport holder traveling in India.

Yes, you can apply from the CVASC center in Kolkata. But you need to provide the original and a copy of your permanent residence or work permit (valid for at least half a year) except for other documents required.
