No, it is not an international river. It flows in the territories of China, originating from Bayan Har Mountains of Qinghai-Tibet Plateau, with the headwater from Kunlun Mountains in northwestern Qinghai Province. Flowing via nine provinces of China and autonomous regions, it joins the Bohai Sea.
