There are direct buses to reach the mountain from Taipei West Bus Station at 22:15. The direct buses are available at weekends.
If you do not go there on weekends, you can take the high speed rail from Taipei to reach Chiayi. Then take the shuttle bus to reach Chiayi Train Station where you can find the buses to reach the moutain.0
