voa for croatian, entry point shanghai pvg

Question

We have the following case here: Croatian businessmen, living in Germany with a permant residence permit in Germany, has been invitited to China for cooperation talks June 2nd to 6th  by the Vice President of Lianyungang Economic and Development Zone. We have an official invitation letter. However, time to go through the Application Center in Germany is too short, as we have a national holiday here next week and the person in questions needs to fly out to Qatar prior to his visit next Saturday. What are the chances that he can get a VOA at Shanghai PVG?

It is possible for you to get a port visa upon arrival with the official invitation letter. But if time permits (regular processing takes 4 working days), you are suggested to apply in advance in Germany.
