How to get from Kunming West Hills to Dianchi Lake

Greetings !
Is it possible to get the cable car from West Hill to the lake without having to visit the Minority Village ? I'd like to visit the Yunnan nationalities Museum close by, though, and take a boat tour on the lake. How best to arrange the transportation ? Where can I find boat tours ?
