VOA for Indians? i want to attend the chinaplas next week.

I have been trying to get a visa for the past 4 days from Mumbai but due to heavy rush for it, i have not been able to get an appointment. I am presuming the heavy rush is due to embassy being closed in Mumbai the next week. I have several meetings lined up in Guangzhou from 20th - 22nd May. please advsie.
