Brunei Permanent Resident applying for HK visa

Hello,

My husband and I are planning for a holiday trip to Hongkong in September.
Q1. I am a Singapore citizen (Australian PR) so I believe I don't have to apply for one to HK.
My husband is both a Brunei PR and Australian PR, does he need to apply for it?
Q2. If we're planning to travel to to HK in September, when should my husband put in his application?

Thanks for your assistance.
