Is visa required to go to Shenzhen from Hong Kong for tourists holding Singapore and Philippines Passport?

Singaporean passport holder is not asked for a visa if he/she stays in mainland China less than 15 days. But Philippines are suggested to apply for one before they come to mainland China.
