About:Chinese Embassy in Spain

I am an American living in Barcelona needing a visa

Barcelona consulate says they can not issue one from here for an American. Will the consulate in Madrid issue it?

The truth is that the resident permit of Spain is needed for foreign passport holders. You may need to go back to USA for application if you do not have one.
