Baby powdered milk

I would like to take 2700gms(900x3)into China plus 6packets of organic crisps and 6sealed packets of baby food..do I need to declare.Also a carbon monoxide tester...which is in its package(cost under £20) My daughter thinks these should all be ok to go through customs without declaring....but I'm worried.
