About:Chinese Embassy in New Zealand

Is a full visa required to leave the airport during short stopover

I have a 6 hour wait between flights in Shanghai on the way back to NZ.
I thought I might take the train/Maglev into Shanghai
I am a NZ Citizen
Would it be possible to apply for a short duration visa in Shanghai?

I had a stop over in Beijing for a few hours and I didn't need a visa, spoke tote attendant at the airport, they stamped my passport and I was allowed out.
