Can I renew her F on her behalf if she send application back to me?

Hi, my daughter is currently on an internship in China and is a UK citizen, she is currently on an F type and is looking to stay on with the company when her internship finishes. She has been told that she needs to go to Hong Kong to get it re-newed or another country, can I re- new her F on her behalf if she sent it to me and I took it to the embassy in the country that I live or does she need to be present?

Personal appearance is not required, but applicant should be physically in the UK according to the regulation. I am afraid the consular officer may notice that there is no exit/entry record on her passport. To apply in HK is easy for her, so it is not necessary to mail application back.
