The officials working for the emperor dragged men from their home and treated them like slaves. During the build, many of the men died. After all the work, they didn't have any rewards.

All The Builders There were Treated Like slaves. They spend 24/7 and their entire life just building THAT. If Any Slave Complains Or Runs Away And Get Caught, They Get Buried Alive. Harsh Times.

Many of the workers died when building the wall, and the solider just bury them under the wall. You might still find some bones.
