About:China Visa on Arrival

Hi,can a Malaysia passport holder apply VOA at Shenzhen Louhu?

If yes, a single entry is able to visit Guangzhou and Zhuhai without exit entry and exit Hongkong and Macau? It is not consider multiple entry right? If i need to go 3 state in china.

NO, Shenzhen VOA is for Shenzhen only, it allows 5 days stay. If you plan to visit Guangzhou and Zhuhai, then HK/Macao, a single entry Chinese visa is enough.
