About:China Visa

How can my Irish friend get a Chinese tourist visa in Japan?

Apparently, fee is 4,000 Yen for Irish people but Japanese travel agencies are charging 12,000, a huge mark-up. Is there any way around this? Can he apply in person at the Chinese embassy in Tokyo?

I am afraid not, foreign passport holders in Japan are required to apply through travel agencies.
