Sure you can apply in India if you have document showing your work status there. I don't know where you live now, so please check from this website if you need to submit your application to CVASC.0

i am staying in inda for a few months with permits and everything and i need, but the chinese embassy in india said i must get a letter from south africa, and the south african embassy in india said they are not allowed to had out those letters anymore, what must i do?0

A letter from south africa? so, did you ever work there? if yes, you have to follow what you were told by the consular officer.0
