About:Chinese Embasy in Ireland

Irish passport/English resident

I have an Irish passport but currently resident in England. However I will be in Ireland for the month of August which is when I need to get my visa for China. Can I do this in Dublin as I'm not resident or working in Ireland?

Yes, you can apply in Dublin if you hold Irish passport. You can confirm this with the consular office of the embassy directly via Tel:00353-1-2196651.
