cheapest aiport to ocean terminal transport options

Question

we(2 people) will be arriving at Hong Kong airport 1.03pm,11/4/2013 .  can we get the free shuttle bus to Kowloon station? we need to get to the ocean terminal and I'm told it's the nearest station. if we don't qualify for the free shuttle bus. could I have cheapest next option. any advice greatly appreciated. n.b.

There is no free shuttle bus directly running from the airport. A cheap way for you is to take bus E21 from the airport to Mong Kok Police Station, Nathan Road, then transfer to bus 6 and get off at the Star Ferry. Then youcan easily walk to the Ocean Terminal in several minutes. It costs about HKD19/person.
