Long Stay Visa for HK

My wife's family in the Philippines want to come to HK for a stay > 1 month. Can they apply for it in the Philippines if so where. I thought there used to be a HK Consulate in Manila but do not seem to be able to find it on the internet.

They should submit applications to Chinese embassy or consulate in Philippines. The processing may takes long time if their applications need to be sent HK Immigration Department for approval.
