I am American and my wife has green card. Our passports were stolen in Malaga and we reported the event to Police. How long it would take to get a new passport for my wife. We have ticket to go back to US on 28/03/2013. What is the link to apply the form.

Time is not enough for your wife to get a new passport there. So, she may have to apply for a travel document instead. However, the travel document is used to travel back to PRC, I am not sure if it is ok for entry to US. Anyway, she needs to visit the Chinese embassy or consulate in person for this.
