We are in Shanghai and going to visit on March 30 in 1+ week's time. Can we get visa on arrival or must we have visa before travelling?

How long days is the processing time in Kunming? Once we arrive Kuming our flight is immediately going to LAOS on the same day. Can we pay any agent in Shanghai to arrange the visa from Kunming?
