when is the best time to visit Taiwan/Taipei in 2014. Was thinking of end of February's? Thanks.

The average temperature is around 15 to 25C, so it is suggested to take your spring clothes such as the T-shirts and jeans. If you plan to go to the mountain area, a thick coat is necessary.
