About:72-Hour Visa-Free Transit

can i apply for one transit visa in Shanghai and after week for one more in Beijing?

I have flight Amsterdam - Beijing , the same day flight Beijing - Shanghai then can i apply for 72 hour free stay in Shanghai. Then go Shanghai - Hong Kong.
After 5 days I will have flight Hong Kong - Tokyo stay there for 3 days, after that i have flight Tokyo - Beijing ( can i apply there for 72 hours free visit in Beijing ) and after 2 day i have flight from Beijing - Amsterdam?

I am afraid that you won't apply for 72 hours free stay in Shanghai when you fly from Amsterdam to Beijing and then to Shanghai and from Shanghai to HK. In your second trip (Tokyo-Beijing-Amsterdam), you can apply for 72 hours free stay in Beijing. So I think you just need to apply for a transit visa before starting your first trip.
