if im traveling to PEK from florida and then traveling to MNL.am I allowed to use the 72 pass?

My friends and is planning a trip to Beijing to see the culture and the great wall. Are allowed to use the 72hr pass? When does thw time starts and where do we sign up? Also what kind of immunizations do we need?
