RE:"Invitation Letter of Duly Authorized Unit" or "Confirmation Letter of Invitation"

How does the "Invitation Letter of Duly Authorized Unit" or "Confirmation Letter of Invitation" look like?
Is it issued by the company or the local goverment/adminstration of the area the company is in?

Hi, if you apply Work Permit as experts, scholars, teachers, managerial personnel and as personnel working in China, you need to provide an invitation letter or a Confirmation letter of Invitation issued by the Foreign Affairs Office of a province (autonomous region, city). Sorry that I have no sample for it.
