As of August 2015, self-driving tourists must be accompanied by qualified travel agencies. If your hold a tourist visa, you cannot drive a foreign vehicle on your own, you simply won't be able to clear customs if you don't work with a travel agency, but you can still get a temporary driver's license and rent a local car.
However, if you hold a business visa, you may import your car for personal use, then you can get a Chinese plate for it.
