what documents do i need to submit to get visa for tourist to hongkong?

Dear Sir/Madaam, I'm palnning to visit Hongkong and see how beautiful it is and planning to go to Disneyland,i'm working in kuwait now, is that possible that my friend in Hongkong can process my application or do i need to go to Chinese Embassy in Kuwait? thank you so much and im waiting for your reply.
