how long can i stay inside the pre-immigration area? Do i need to exit the immigration in HKIA

i will be waiting for someone who is arriving after 4 hours. Can i wait inside the pre-immigration area in L5 for 4 hours and go to exit immigration after 4 hours of my arrival?
