WHICH EMBASSY CAN AN AUSTRALIAN PASSPORT HOLDER APPLY FOR A TOURIST VISA TO THE DRC?

I am an Australian Passport holder trying to obtain a tourist visa for the Democratic Republic of the Congo. I have called the Canadian, Indian and Chinese consulates and no one can issue my visa. Which consulate can I apply through? I can only apply via the mail not in person and there is no representation for the DRC in Australian. Any help would be appreciated.
