Is it a compulsory to hire a tour guide to tour in Lhasa for non-Chinese nation?

We plan to go in this Aug to Lhasa from Chengdu, we will arrange our permits before getting on the train. Is it a compulsory to engage a tour guide there? Or we only need the permits?

Foreign travelers must be on an organized tour, either a private tour or a group tour with five or more members to visit Tibet. Independent travel is prohibited in that area. Thus, a tour guide is a compulsory.
