The emperor live a luxurious life and control many people before his death and he wanted to live in a similar environment after death, so he made these figures to accompany him after his death.

Emperor Qin wanted Warriors around in his Mausoleum, for when he went to the afterlife these would serve him well. Although Emperor Qin had his quest for Immortality he set them down just in case his plan didn't work out to plan.
