Where should I apply for PR ? in shanghai or in the HU Kou's city?

Hi, I am holding Singapore passport and work permit in China for more than 5 years. My wife is Chinese. I meet all the requirements to apply for Permanent residence in China. My wife's Hu Kou is in Shenyang, but she has been working in Shanghai with Residence Permit in Shanghai. In this case, i would like to know in which city should i apply for PR? In Shanghai or in Shenyang?
