Where to apply for Visa?

I am a student in the United States with a Dutch passport. I will be going to China in a month for 1 week as a tourist. Should I apply at the Consulate in The Hague or in NewYork? In both cases I can only entrust someone else for me. In what cases would the Chinese government want to interview me to deliver me a visa?

Interview is not required in both cases for tourist visa application. You can apply in US now if you have certificate for study there.
