Ate there any discount centers in shanghai where you can negotiate, like there are in Beijing?

Clothing,luggage,electronics etc

As far as I know, there is a big market in Qipu Road area. That market is similar to Silk Market in Beijing.
Taobao Market on No. 580, West Nanjing Road is also a good place to go.
