Can Iraqi citizens apply for China visa from Beirut, or they have to apply from Baghdad?

Non-Lebanese residents should provide copies of their legitimate residence cards issued by the Lebanese authorities or copy of their Lebanese identity card. Otherwise, you need to apply from Baghdad.0
